1. 議員が認識すべき「C-24」の特殊な権限とリスク

国連特別委員会 カリブ地域セミナー：ガイドラインおよび手続規則
I. はじめに
第75回会期において、総会は決議75/123により、2021年から2030年までの期間を「第四次植民地主義廃絶のための国際旬間」と宣言した。また、加盟国に対し、第二次国際旬間の行動計画を引き続き実施するための努力を強化し、必要に応じてそれを更新し、第四次国際旬間の行動計画の基礎として用いるために特別委員会と協力することを求めた。第80回会期において、総会は決議80/105により、2026年に予定されている作業計画を含む特別委員会の報告書（A/80/23）を承認した。また、特別委員会に対し、植民地宣言の即時かつ完全な実施のための適切な手段を模索し続け、特に、特別委員会の活動に関する情報の受信と普及を目的としたセミナーを適宜開催し、非自治地域の住民のセミナーへの参加を促進するよう要請した。
II. セミナーの場所と日程
カリブ地域セミナーは、2026年5月25日から27日までマナグア（ニカラグア）で開催される。
III. セミナーの目的
本セミナーの目的は、特別委員会が、非自治地域の代表者、専門家、市民社会のメンバー、加盟国、およびその他の利害関係者の見解を得ることを可能にすることである。これにより、特別委員会が国連の非植民地化プロセスにおいて追求すべき政策的アプローチや具体的な手段を特定することを支援する。セミナーでの議論は、特別委員会が非自治地域の状況をケース・バイ・ケースで現実的に分析・評価すること、および、国連システムや国際社会全体が非自治地域への支援プログラムを強化する方法を検討することを助けるものである。参加者による寄稿は、特別委員会によるさらなる検討の基礎となり、第四次植民地主義廃絶のための国際旬間の目標達成に関する総会への提案作成に活用される。
IV. セミナーのテーマと議題
本セミナーのテーマは「進展の加速、新たな公約、パートナーシップ、および革新的アプローチ」である。セミナーの議題は以下の通り：
1. 特別委員会の役割： (a) 対話と協力の強化、(b) ベストプラクティスと教訓の活用
2. 施政権国、非自治地域、およびその他の利害関係者の見解：
(a) 非自治地域における政治的進展： (i) カリブ地域において、(ii) 太平洋地域において、(iii) その他の地域において
(b) 持続可能な開発目標（SDGs）に沿った、気候関連の課題への対処におけるレジリエンス（回復力）と持続可能性の促進

V. セミナーの組織
以下の規定がセミナーの組織を規定する：

C-24は武力こそ持ちませんが、拒否権のない国連総会直結の権限を使い、主権国家の領土的「正当性」を奪い取る「法律戦の武器」を持っています。第1回で概念を作り、今回の第2回で実務的な実行手順（A/AC.109/2026/19）を確定させたことで、沖縄包囲網は完成しました。米国ですらこの実務プロセスを止めることはできません。日本政府が自ら介入し、この「言葉の罠」を打ち破る以外に、沖縄の主権を守る道はありません。
